Despite having a board of directors, Covenant House's public face has tended to be its presidents. Father Bruce Ritter founded Covenant House and served as president from 1972 to his resignation in 1990. In 2003 the board of directors elected Sister Patricia A. Cruise, S.C.. In addition to their administrative duties, the presidents of Covenant House have been known for their fundraising letters telling the stories of the youth Covenant House serves, some of which have been collected into books. Patricia A. Cruise resigned her position as president of Covenant House International in 2008. Kevin Ryan, formerly the Child Advocate of New Jersey, became president in 2009, and retired from the position on February 12, 2023.

As part of the FY 2023 Enacted Budget, Governor Hochul prioritized a statewide effort to address street homelessness and support New York's most vulnerable. Similar to the Crisis Shelter and Rights of Passage for young adults, Mother and Child Programs shelter young mothers and their infant children, without question, providing them the opportunity to build a strong future. In addition to shelter, our Mother and Child Programs provide comprehensive medical care, free child care services, as well as a full range of educational, vocational and job placement services. Parenting support, counseling, and education workshops help new moms learn how to care for themselves and their child. We provide emergency shelter and other vital services to young people with a history of human and/or sex trafficking. Dedicated social workers and case managers work with each young person to ensure that they are not only safe from the dangers of the street, but able to recover and build a life of independence.

Our shelter is open 24 hours a day, 7 days a week, 365 days a year, and is located at our main hub at 460 West 41st Street. The clinic is located in the Crisis Center and is easily accessible to youth experiencing homelessness. The clinic is staffed by a medical director, pediatrician, physician assistant, pediatric nurse practitioner, and RN. Throughout the 1970s, Covenant House continued to grow its social service programs in New York City; by 1980, Covenant House began expanding to other cities in the United States, and eventually Canada and Central America. Since its humble beginnings nearly fifty years ago, Covenant House has opened locations in 34 cities across five countries and changed the lives of millions of young people.

Governor Kathy Hochul today announced the opening of Covenant House New York’s new $76 million facility that will provide housing and supportive services to youth who are experiencing homelessness and survivors of human trafficking. The new 80,000 square foot facility is the first purpose-built facility in the 50-year history of Covenant House serving young people in New York City. The facility features 1,500 square feet of outdoor space, six floors of residential shelter with up to 120 beds, and five floors of program space. The supportive programs include health and wellness services, workforce training, social case management, recreational activities, and advocacy and legal services.

In the late 1960s, a group of committed East Village residents – colleagues, friends, Manhattan College students, and neighbors – came together to provide a refuge for homeless and runaway youth. Eventually, the group’s work to shelter vulnerable young people gained momentum and became the Covenant Community. We work to ensure that our housing services promote tolerance and acceptance in order to offer permanent housing solutions that provide a Safe Space for all youth. These DYCD-funded programs provide emergency shelter and crisis intervention services for young people between the ages of 16 and 20 or between the ages of 21 through 24 for Homeless Young Adult (HYA) sites. These voluntary, short-term residential programs provide emergency shelter and crisis intervention services aimed at reuniting youth with their families or, if family reunification is not possible, arranging appropriate transitional and long-term placements.

In 2018, we opened our new Family Covenant Program, which provides permanent housing support to 30 young adult families. In 2019, our Rapid Re-Housing Program opened to provide immediate permanent housing to an additional 50 youth. As of 2024, Covenant House New York provides over 75 permanent housing placements for youth experiencing homelessness. Urgent needs are met immediately and without question – a meal, a shower, clean clothes, and medical attention. Young people who come to our shelter do not need a referral, and any young person who is facing or at risk of facing homelessness will be welcome.
Throughout the late 1970s, Covenant House expanded its social service programs in New York City and began to branch out to other cities in 1980. For the next four decades, Covenant House grew, led by Sister Mary Rose McGeady (1990–2003), Sister Tricia Cruise (2003–2008), Kevin Ryan (2009–2023), and Bill Bedrossian (2023-Present), opening centers in 34 cities in the United States, Canada, and Latin America. Council Member Erik Bottcher said, "I've never facility seen a facility like this before. It's designed to be the kind of place you want to be, rather than a place you need to be. Combined with great programs and staff, this facility has the potential to transform countless lives." But the one thing, Lisa underscores, that can make a critical difference to young immigrants and asylum seekers is the resolution of their legal status. Some of our youth are eligible for asylum, others may be eligible for special immigrant juvenile status, which would normalize their lives.

Lisa says CHNY staff have become experts in identifying and applying for the appropriate health coverage. Young people can access short-term emergency care through CHNY’s street outreach program, drop-in services, and emergency shelter. Our on-site clinic meets their health needs, and our Covenant Works program helps them navigate the world of employment. Rights of Passage, our transitional housing program, empowers youth to build the skills they need to live independently.
